CROIX In the darkness last Sunday evening, Kate Diaz initially thought the group of people she and her daughter came across in the middle of the road as she drove on the island's East End were Danish tourists.She pulled over and stopped to caution them about the dangers of walking in the roadway, particularly after nightfall."I thought they were Danes. They were joined by a second group of Cubans, a group that Diaz had also seen walking in the dark.They said they had come ashore somewhere on the East End of the island sometime March 15.Then they'd then hidden in the bush for two days, unsure of where they were or whether they'd reached U.S. soil at all, according to Jeffrey Sobers, one of the Cuban migrants.Without food or water, they finally ventured out Sunday evening and Diaz found them.And standing there, in the parking lot at Cheeseburgers in Paradise waiting for police to come, is when they first caught a glimpse of the American flag out front, blowing in the breeze."They looked at the American flag, and they all burst into tears," Diaz said. "Then they went nuts, happy. It was very ecstatic. It was wonderful, very emotional and wonderful. They said, 'This is America.' I still get goosebumps thinking about it."CustomsU.S. Customs and Border Protection put out a statement Monday saying that officers apprehended 18 undocumented migrants Sunday after getting a call "concerning the landing of illegal aliens on the east end of St. Croix." Customs and Border Protection officers, Homeland Security Investigation agents and V.I. police responded and detained three women and 15 men.According to the statement, 14 of the individuals were Cuban nationals who had ID cards, and four were found to be Haitian nationals.They were taken to Rohlsen Airport to be processed under U.S. immigration law for illegal entry, according to the statement.The Cubans were processed under the "Wet Foot, Dry Foot" policy, a 1995 amendment of the Cuba Adjustment Act of 1966. It allows Cubans fleeing their country who make it onto U.S. soil a chance to remain in the U.S. and seek permanent residency, while those intercepted at sea are sent back to Cuba or to another country.The Haitian nationals "were processed for expedited removal" and will be sent home, according to Customs and Border Protection."People who attempt to illegally enter a U.S. territory not only risk becoming victims of criminal organizations but are also subject to formal administrative processing and arrest by CBP agents and officers," St. Croix Area Port Director Douglas Vinroy said in the statement. "Our officers will remain vigilant to curtail illegal entry attempts in our area of responsibility."Hiding in the bushWith Hidalgo translating, Sobers said that the group had been put ashore March 15 and stayed two days in the bush, not knowing for sure where they were."They were hiding," Hidalgo said. "They didn't see anybody and they weren't sure if this was the U.S. - or even Cuba," he said. "They were scared."Hidalgo noted that there are stories of some smugglers who take people's money and take them out to sea, but rather than taking them to the United States, they put them ashore again in Cuba.On Sunday evening, the group of migrants finally emerged from the bush and when Diaz found them, they surrendered and asked for asylum, Hidalgo said.However, it wasn't until they finally saw the American flag at Cheeseburgers in Paradise that they knew for sure that they were in the United States, he said.As Sobers described the moment in Spanish, a mix of relief and joy flooded his face."I was happy, very happy to see the American flag," Sobers said in Spanish. "I feel so good."Sobers said his father is living in Florida and he hopes to join him and to go to a university."If this country gives me the opportunity to improve my knowledge, my skills, that's what I want," he said. Sunny AcresOn Monday morning, Carlos Hidalgo, pastor of the Sunny Acres Seventh-day Adventist Church, got a call from one of his church members about a group of Cubans who were standing outside the Homeland Security office in Sunny Isle."Since I am Cuban myself - I am the only Cuban in my church - it touched my heart to know that I had a group of Cubans here," Hidalgo said. "I went over and I met them."Hidalgo came to the United States in 1999 through the visa lottery.Barbara Guerra, a local resident who also is Cuban, had been called in by Customs and Border Protection and was translating and helping the new arrivals fill out forms, Hidalgo said."The first question I asked was, "Have you eaten something? Are you hungry? And they told me straight, 'We haven't eaten for two days,'" Hidalgo said. "When they told me that, it broke my heart, so I went straight to Plaza."The pastor said he bought bread and butter, juice and apples."I bought small basic things for them to kill the hungry while we developed a plan," he said.He realized he needed help and called church board members, who authorized him to provide temporary shelter for the new arrivals at the Sunny Acres multi-purpose building, right next to the church."We'll provide temporary shelter until they find their own way," he said.Now, all of the new arrivals are waiting to see a judge, who will make a determination.A temporary homeOn Tuesday, Hidalgo contacted Ruth Cruz, who works in community outreach for the Office of the Governor.She reached out to the American Red Cross and the Human Services Department, she said.The Red Cross provided bedding and cots, Hidalgo said. Human Services evaluated the Cubans for assistance, including Food Stamps. Some church members brought in air mattresses.The Cubans set up a little dormitory in the Sunny Acres multi-purpose building, using some of the long tables turned on their sides to create little "walls" dividing the area into different spaces. There are two women and 12 men.Hidalgo is guiding the group."As soon as they arrived here, we organized them," he said. He suggested they elect a leader, which they did: Sobers. They also elected people to cook and keep the area clean.The church collects clothes for the needy, so the new arrivals were given clothes to wear."We had to provide everything for them," Hidalgo said. "The first day was tough, but the second day we received the help of the Red Cross."Comfort and responsibilityThe refugees are comfortable, Hidalgo said, but he is concerned about the church's power bill from the V.I. Water and Power Authority. While it is a large building, the congregation, he said, is small."We don't know how the bill will be when it comes," he said.Hidalgo said he has also asked the members of the group to make out resumes, although they cannot yet look for work. The group includes various technicians, a cook, a baker, a barber, and a medical assistant, he said.Some, once cleared by the court, will go to stay with family members stateside, he said. Others do not have family in the states, and they may decide to look for work here, he said."As soon as they have their paperwork, we will contact government agencies that can help," he said.Hidalgo has also put the refugees to work sprucing the place up, cleaning the lawn, doing different tasks around the church and even painting."I want to keep their minds busy. That's what I want," he said.
